气候变化增加了城市灾害风险的不确定性和复杂性,客观上要求城市提高灾害恢复力,气候变化适应型城市就成为了一种理想的发展模式。城市恢复力是应对灾害风险不确定性的能力,而灾害周期管理和基于灾害风险信息的良性决策循环为提高城市恢复力提供了机会。提出基于恢复力的气候变化适应型城市发展路径,即以风险评估确定提高城市恢复力优先次序;结合土地利用规划,采用生态系统管理的方法,利用自然景观提高城市恢复力;通过城市改造,建立基于社区的极端天气恢复力;创新风险融资和转移机制,提升财政恢复力。
Abstract:
Climate change increases the uncertainty and complexity of urban disaster risk, which objectively requires cities to improve disaster resilience, climate resilient cities become an ideal development model. Urban resilience is the ability to cope with disaster risk uncertainty, and disaster cycle management and a virtuous decision cycle based on disaster risk information provide opportunities to improve urban resilience. Finally, a resilience-based approach to climate resilient city development is proposed, i.e., risk assessment is used to prioritize urban resilience; combined with land use planning, ecosystem management is used to improve urban resilience using natural landscapes; and through urban transformation, the establishment of community-based extreme weather resilience; innovative risk financing and transfer mechanisms to enhance financial resilience.
