摘要:
聚焦省域城乡历史文化保护传承体系建构，以《关于在城乡建设中加强历史文化保护传承的意见》为政策依据，结合江西省实践案例，系统探讨“认知—构建—实施”的系统方法。提出省级体系建构需要完成的3个核心步骤：首先，在“认知”层面，需要超越对单独遗产点的价值罗列，立足于“大历史观”与地理空间背景，完成对省域文化整体价值的系统性梳理与阐释；其次，在“构建”层面，需要将价值认知转化为统领性的“保护传承总体格局”，以此为空间纲领，整合资源、串联网络，并动态完善保护名录；最后，在“实施”层面，需要建立“分级—分区—分类”的传导机制与制度化手段，确保体系有效落地，以此为同类省域工作提供一套可借鉴的系统性方法。
Abstract:
This paper focuses on the construction of provincial urban-rural historical and cultural preservation and inheritance systems. Guided by the policy framework of the "Opinions on Strengthening Historical and Cultural Preservation and Inheritance in Urban and Rural Development," and incorporating practical case studies from Jiangxi Province, it systematically explores the "perception-construction-implementation" approach as a systematic methodology. The study proposes that constructing a provincial-level system requires three core steps. First, at the "perception" level, it is essential to move beyond merely listing the values of isolated heritage sites and, instead, adopt a "macro-historical perspective" and geographical spatial logic to systematically organize and interpret the overall cultural value of the province. Second, at the "construction" level, the perceived values must be translated into an overarching "overall framework for preservation and inheritance," which serves as a spatial blueprint for integrating resources, connecting networks, and dynamically refining the preservation catalog. Finally, at the "implementation" level, a precise transmission mechanism and institutionalized governance tools based on "hierarchical, zonal, and categorical" principles must be established to ensure the effective execution of the system. This paper aims to provide a replicable systematic methodology for similar provincial-level initiatives.
