基于特定空间划分管理范围的“属地管理”是现代城市治理的主流模式,它是聚焦管理任务目标和提升管理质量效率的重要组织基础。合理界定管理层级和管理幅度是属地管理模式的核心问题。在总结新加坡、日本国际经验的基础上,尝试提出可操作的量化方法。第一,“分区”和“分级”是属地管理的基础特征,前者关注“如何分区”的横向管理,后者聚焦纵向管理。第二,属地管理中界定层级与管理幅度的量化步骤主要包括目标确定、指标确定和评价与修正三个核心环节。第三,新加坡以扁平化的三层属地管理体系为主,日本则以广域地方自治单位多元治理架构为重点。第四,针对城市属地管理问题,中国应尽快厘清层级和部门间职责划分、制定考核指标和机制、健全社会参与责任机制,以及建立开放信息平台,实现协同治理。

"Territorial management," defined by spatially demarcated administrative boundaries, has become the mainstream model of modern urban governance. It serves as a crucial organizational foundation for focusing on management objectives and improving quality and efficiency. Defining management levels and determining the proper span of control are key issues in the design of territorial management systems. Drawing on international experiences from Singapore and Japan, this paper proposes practical quantitative methods for addressing these questions. The study finds that zoning and hierarchical structuring are fundamental features of territorial management. Zoning addresses horizontal governance through spatial division, while hierarchical structuring concerns the vertical allocation of responsibilities across administrative levels. Quantifying management levels and span of control requires a structured process of goal setting, indicator selection, evaluation and adjustment. The comparative analysis featuring Singapore and Japan illustrates different institutional approaches: Singapore relies on a relatively flat, three-tier management system, while Japan is organized around a more diversified structure centered on broad-area local self-governing units. In response to the challenges of urban management challenges, China should delineate responsibilities across levels and departments, establish clear performance evaluation indicators and mechanisms, strengthen social participation and accountability systems, and develop open information platforms to support collaborative governance.
