摘要:
针对当前蓝图式更新规划难以持续的困境，城市更新转向以实施为核心的新模式已成为关键。传统老城更新模式普遍存在“轻内涵、轻落地、轻整合、轻运营”的突出问题。以湖北钟祥老城为实证案例，引入实施导向的更新理念，系统探索了面向实施的老城更新路径，在规划阶段即统筹考虑文化赋能、项目筛选、集群设计和运营实施，保障更新成果的可持续性。旨在为同类型老城区的更新提供系统的理论框架与实践参照。
Abstract:
In response to the current predicament that blueprint-style urban renewal approaches are difficult to sustain, shifting towards a new model centering on implementation has become crucial. Traditional old city renewal models in old cities often face significant issues such as "emphasizing form over substance, neglecting implementation, lacking holistic consideration, and underestimating operational management." Taking the old city of Zhongxiang as an example, this paper introduces the concept of implementation-oriented renewal. A systematic exploration of the renewal path for old cities is conducted with a focus on implementation. During the planning stage, cultural empowerment, project selection, cluster design, and operational implementation are all taken into account comprehensively to ensure the sustainability of the renewal outcomes. The aim is to provide a systematic theoretical framework and practical reference for the renewal of similar old urban areas.
