存量提质背景下,城市街道空间长期受困于单一标准与部门壁垒,陷入“头痛医头”的被动修补困境。为破解此空间治理痛点,以苏州市相城区为例,提出以“治未病”为导向的“控规体检”前置校核机制,该机制将问题识别由建成后的现状评估,大幅前移至控规编制与审批的方案校准阶段。围绕该机制,构建以设计治理为核心的路径:基于街道活力指数形成街道场景分类与路权再分配矩阵,建立供给结构与使用需求之间的对应关系;以“U型空间”为单元统筹道路断面与建筑前区,实现跨红线的空间协同;通过负面清单强化底线约束与过程校核,嵌入多部门联审流程。结合黄桥街道29条道路的应用,初步表明该路径有助于减少断面错配与慢行冲突,提升方案阶段的可实施性。“控规体检”可作为连接规划编制与实施管理的技术接口,推动从“技术导向”向“治理导向”的范式跨越,为全国存量街道的高品质治理提供了可复制的设计治理工具与本土化样本。
Abstract:
In the context of quality improvement in the stock era, urban street spaces have long been constrained by singular standards and departmental barriers, falling into a symptomatic and passive repair dilemma. To overcome this spatial governance challenge, this study takes Xiangcheng District, Suzhou City as an example to propose a pre-calibration mechanism of "Regulatory Planning Health Check" oriented by the concept of "preventing the disease" (proactive prevention). This mechanism substantially shifts problem identification forward from post-construction status evaluation to the scheme calibration stage during the compilation and approval of regulatory plans. Centered on this mechanism, a path driven by design governance is constructed. Firstly, formulating a street scene classification and right-of-way redistribution matrix based on the road vitality index to align the supply structure with usage demand; secondly, utilizing the "U-shaped space" as a unified module to coordinate the road cross-section and building frontage, thereby achieving spatial synergy across the red line; thirdly, strengthening bottom-line constraints and process calibration through positive and negative lists, which are seamlessly embedded into a multi-departmental joint review process. The application on 29 roads in Huangqiao Subdistrict preliminarily demonstrates that this approach effectively reduces cross-section mismatches and slow-traffic conflicts, significantly enhancing implement ability at the scheme stage. As a technical interface connecting planning compilation and implementation management, the "Regulatory Planning Health Check" realizes a paradigm shift from "technology-oriented" to "governance-oriented," providing a replicable design governance tool and a localized sample for the high-quality governance of stock spaces nationwide.
