为研判钢铁产业在城市产业体系中的地位变化、指引钢铁新产线在具有产业竞争力的城市选址,开展中国宝武钢铁集团(简称“中国宝武”)新产线选址的城市产业欢迎度评价。首先分析碳达峰、碳中和背景下钢铁既有基地所在城市差异化的产业转型路径,导致它们对钢铁产业的欢迎度呈现不确定性变化。其次应用动态综合评价模型改进区位商分析法以评价钢铁新产线选址的城市产业欢迎度。最后针对中国宝武部分生产基地开展实证检验。研究表明:(1)面向“双碳”目标,中国宝武倾向于将新产线建设在兼并重组的既有生产基地;而在众多既有基地所在城市中,每个城市对钢铁工业的产业欢迎度直接影响新产线选址决策。(2)提出钢铁新产线选址的城市产业欢迎度动态综合评价方法,该方法能克服规模化陷阱和静态化锁定等弊端,并可有效应用于中国宝武的选址实践。(3)钢铁新产线的产业欢迎度高低成因,同时取决于城市自身产业结构演化规律与所处阶段,和全国钢铁产能与市场需求分布格局及其匹配协调趋势。

The urban industrial acceptability is evaluated on the siting of new production lines of China Baowu Iron and Steel Group (China Baowu for short) in order to judge the status change of iron and steel industry in the urban industrial system and guide the location of new production lines to cities with industrial competitiveness. Firstly, the industrial transformation of cities with existing steel bases is proved nevitably under the background of carbon peak and carbon neutrality. So various transformation paths of urban industrial structure lead to uncertain changes in their acceptability to the steel industry. Then the dynamic comprehensive evaluation model is employed to improve the location quotient analysis so as to evaluate the urban industrial acceptability for the siting of new steel production lines. Finally, an empirical testing is conducted based on enterprise data from several production bases of China Baowu. The findings are as follows. Firstly, China Baowu tend to build new production lines in the existing production bases gained by merger and reorganization toward the "double carbon" goal. Among numerous cities with existing bases, the urban industrial acceptability of each city to the steel industry directly influences the decision for siting of a new production line. Secondly, an evaluating method of the urban industrial acceptability of the siting of new steel production lines is proposed, through which the drawbacks of large-scale traps and static locking can be overcome and the effective siting practise of China Baowu can also be done. Thirdly, the reasons for the changing of urban industrial acceptability of the siting of new steel production are determined by the evolution law and standing stage of the urban industrial structure itself, as well as the distribution patterns of national production capacity and the market demand of iron & steel industry and their matching and coordination.
