排斥性城中村改造带来的诸多城市问题是城市化进程中长期存在的难点和痛点。城中村改造应该考虑所有人的包容性发展，对城中村改造效果的评价是改进实施的重要指引。当前的城中村改造评价并未形成独立且全面的体系，尤其忽视了流动人口利益。通过对包容性城中村改造概念的梳理及相关文献的内容分析，发现城中村改造应统筹满足政府、企业、村集体与村民、流动人口的需求，主要体现在经济、社会、空间三类维度，综合这些因素构建包容性城中村改造的理念模型，形成评价体系的基本框架并以广州琶洲村为例进行试应用。就包容性城中村改造评价体系而言，引导而非测度是其主要理念价值，应重点关注城中村改造中新市民的城市融入问题，建议从四类主体视角提出改造的政策设计。
Abstract:
Many urban problems caused by exclusionary urban villages reconstruction（UVR） have always been the difficulties in the process of urbanization. UVR should consider the inclusive development of all people, and the evaluation of the effectiveness of UVR is an important guideline for the improvement of implementation. However, the current evaluation of UVR has not formed an independent and comprehensive system, especially neglecting the interest of the floating population. By combing the concept of inclusive UVR and analyzing the related literature, the authors find that UVR should inclusively meet the needs of the government, enterprises, village collectives, and residents, which are mainly embodied in the economic, social, and spatial dimensions. A comprehensive analysis of these factors can lead to the proposal of the concept model of inclusive UVR. Based on this model, an evaluation system for inclusive UVR can be formed. Subsequently, a trial application of this system can be conducted in the case of Guangzhou Pazhou Village. For the concept model and its evaluation system, guidance rather than measurement is its main value. Under the guidance of inclusiveness, this paper focuses on the integration of new citizens in the UVR and proposes the policy design of transformation from the perspective of four types of subjects.
