摘要:: 在全面推进城市治理现代化时，创新开展城乡融合治理能有效拓展城市治理的时代价值。着眼实际治理过程来看，强化“城”与“乡”的融合治理有助于加速促进两大治理场域的高效互动，着眼“结构—机制”二元视角，并以此为剖析治理实践状况的关键切入点。整体上，当前城乡治理结构割裂、融合治理结构碎片化、融合治理机制缺位和融合治理机制失灵等典型困境日益凸显，从源头上阻滞着城乡融合治理工作的开展。为此，强化治理结构重塑和治理机制响应，理应成为改善当前局面的重要策略，既应推进城乡融合治理结构的再造、联结、互动与调适，也应持续创新城乡融合治理机制的顶层设计、渐进调整、精准指导和适时升格。

Abstract:: In the comprehensive promotion of modernization of urban governance, innovative urban-rural integration governance can also effectively expand the era value of urban governance. From the perspective of actual governance processes, strengthening the integration of "urban" and "rural" governance can help accelerate the efficient interaction between the two governance domains, and "structure mechanism" can serve as a key entry point for analyzing the status of governance practices. Overall, typical challenges such as the fragmentation of urban-rural governance structures, the fragmentation of integrated governance structures, the lack of integrated governance mechanisms, and the failure of integrated governance mechanisms are becoming increasingly prominent, which fundamentally hinder the development of urban-rural integrated governance work. Therefore, strengthening the reshaping of governance structure and the response of governance mechanisms should become an important strategy to improve the current situation. We should not only promote the reconstruction, connection, interaction and adjustment of the urban-rural integration governance structure, but also continuously innovate the top-level design, gradual adjustment, precise guidance and timely upgrading of the urban-rural integration governance mechanism.
