摘要:
在高质量发展导向下，工业园区正从以生产效率为核心的规划逻辑转向以人本关怀与功能统筹为导向的新模式。长期以来，园区公共服务设施配置不足，难以回应多样化产业人口的生活需求，导致一系列结构性与认知性问题。在梳理我国工业园区公共服务设施规划的历史演变路径的基础上，构建了“城市—单元—社区”三级统筹的公共服务设施规划策略，并以广东省Z市大型产业集聚区为案例，实证展示了多尺度统筹策略在提升园区资源整合效率、响应多元人群需求、构建特色产业社区方面的实践路径。研究认为，新时代工业园区公共服务设施规划应从单一园区管理走向城市体系嵌入，从静态供给转向动态适应，进而增强园区的综合竞争力与社会韧性。研究为工业园区转型升级提供了理论支撑与实践范式，并拓展了城市规划中关于公共服务设施统筹配置的研究视角。
Abstract:
Under the guidance of high-quality development, industrial parks are transitioning from productivity-centric planning logic to a new model oriented towards human-centered care and integrated functional coordination. For a long time, the configuration of public service facilities in the industrial park has been insufficient, making it difficult to meet the diverse workforce needs, resulting in structural and cognitive challenges. This paper presents a tri-level (city-unit-community) strategy for planning public service facilities in industrial parks, derived from a historical analysis of their evolution in China. A case study of Z City, Guangdong Province, demonstrates the effectiveness of the strategy in improving resource integration, catering to diverse groups, and building distinctive industrial communities. The study argues that contemporary industrial park planning should evolve from isolated management to urban system embeddedness, shifting from static provision to dynamic adaptation, thereby strengthening comprehensive competitiveness and social resilience. This research provides theoretical foundations and practical paradigms for industrial park transformation while expanding urban planning perspectives on integrated public service facility allocation.
