摘要:
在“以用促保”理念推动下，历史建筑因其文化价值与活化潜力逐渐成为优质资产，但部分责任主体由于资金、运营能力等限制，往往倾向于将活化利用定位为政策性任务，可能导致历史资源价值未能充分实现或受到潜在影响。当前经济环境下，由于历史建筑特殊的保护身份，导致社会资本参与面临政策壁垒等多重困境。基于社会资本视角，系统解析历史建筑活化利用全周期（前期介入、中期实施、后期运营）的堵点与风险，提出针对性破解路径，并结合广州永庆坊项目实证分析，为社会资本参与提供可复制的实践指引。
Abstract:
Under the impetus of the "preservation through utilization" concept, historic buildings, owing to their cultural value and revitalization potential, are increasingly recognized as premium assets. However, constrained by funding and operational capacity, some responsible entities often position revitalization and adaptive reuse as policy-driven obligations. This approach risks underutilizing the value of historic resources or causing potential negative impacts. Within the current economic climate, there is an urgent need for the deep engagement of social capital. Yet, the unique protected status of historic buildings presents multiple hurdles for social capital participation, including policy barriers. This study adopts the perspective of social capital to systematically analyze bottlenecks and risks encountered throughout the whole cycle of historic building revitalization and adaptive reuse - encompassing preliminary intervention, mid-term implementation, and post-revitalization operation. It proposes targeted strategies to overcome these challenges. Furthermore, through an empirical analysis of Guangzhou’s Yongqing Fang project, the study provides replicable practical guidance for social capital involvement.
