摘要:: 慢城运动在世界各地获得广泛认可，国内慢城建设呈快速发展态势。首先，梳理国际慢城运动的发展历程与国内外慢城研究进展，针对慢城认证仅适于小城镇的局限性，提出适于大中城市建设的慢区概念，并对慢城与慢区的概念内涵进行辨析。进而，依托长沙古城历史文化风貌区和岳麓山历史文化风貌区，界定长沙慢区的范围，分析长沙慢区现状的优劣势，提出长沙慢区的发展目标，构建了慢城区、慢街区、慢节点3个空间层次的建设模式。最后，参照《国际慢城宪章》和《中国国际慢城发展指南》的要求，结合长沙慢区实际，从慢文化、慢生活、慢交通、慢产业和慢生态5个方面提出慢区的建设策略。

Abstract:: The Slow City Movement has gained widespread recognition globally, and the construction of Slow Cities in China is experiencing rapid development. Firstly, this paper reviews the development history of the international Slow City Movement and the progress of slow city research both domestically and internationally. Addressing the limitations of slow city certification, which is suitable for small towns, the concept of slow zones suitable for the construction of large and medium-sized cities is proposed, and the conceptual connotations of slow cities and slow zones are analyzed. Furthermore, relying on the historical and cultural scenic areas of Changsha Ancient City and Yuelu Mountain, the scope of Changsha Slow Zones is defined, the advantages and disadvantages of the current situation in Changsha Slow Zones are analyzed, the development goals of Changsha Slow Zones are proposed, and a construction model consisting of three spatial levels (slow city districts, slow street blocks, and slow nodes) is constructed.Finally, referring to the requirements of the "International Slow City Charter" and the "Guide for the Development of International Slow Cities in China", combined with the actual situation of Changsha Slow Zones, construction strategies for slow zones are proposed from five aspects: slow culture, slow life, slow transportation, slow industry, and slow ecology.
