摘要:: 战略规划是全局性、综合性、长期性战略谋划，湖北省省域战略规划积极实践，推动规划以市县为主体向省市县统筹转变，形成上下贯通、执行有力的规划体系。在实践过程中，怎样以省域战略规划为统领，加快建立“上下贯通、左右叠加”多规合一的实施体系，确保规划要求传导落实，确保重大战略落地、推动重大规划实施，是市（州）战略规划编制的关键问题。以宜昌市为例，从国土安全韧性角度探讨市级战略规划在风险评估、功能定位、上下贯通、左右叠加4个方面的实践做法，建立落实省级要素和增加市级特色的“一图一表”，探索加强规划统筹和传导落实的方法，推进相关行业领域修编专项规划绘制好左右叠加的“一张蓝图”，确保实现规划“一张蓝图”干到底，为推进中国式现代化实践提供湖北经验。

Abstract:: Strategic planning features on totality, comprehensiveness, and long-term strategy. Currently, the provincial strategic planning in Hubei is actively promoting the transformation of city and county planning, from separately oriented to top-down conducted, which built a coherent and executable planning system. The key issues during the formulation process of municipal (state) strategic planning is to further establish the "vertically integrated and horizontally calibrated" " implementation system of multi-regulatory integrated planning led by the provincial strategic planning and assures the conduction of upward plannings and the implementation of crucial strategies and plannings. This paper takes Yichang as an example to discuss the practice of municipal strategic planning under the perspective of homeland security resilience in four aspects: risk assessment, functional positioning, vertical integration and horizontal calibration. Meanwhile, this paper has made the map and graph with provincial-planning concept and municipal-featured details, explored the way to strengthen the integrated conduction and implementation of planning, promoted the calibration of the blueprint drawn by relevant majors, ensured the realization of planning blueprint, which provides experiences for advancing the practice of Chinese-style modernization in Hubei.
