低空经济的蓬勃兴起与低空交通的快速发展,正推动城市交通体系从二维平面向三维立体空间拓展,为中心城区这一空间资源高度紧张的区域带来了重塑发展格局的历史性机遇与严峻挑战。立足于中国低空经济上升为国家战略性新兴产业的时代背景,构建“发展动力—空间约束—重构机制—治理创新”的分析框架,系统探讨低空交通介入下中心城区空间重构的内在逻辑与应对策略。研究表明,低空交通的发展受到政策赋能、技术革新与城市内在需求的多重驱动,但其在中心城区的落地面临空域管制、物理空间局限、制度壁垒及社会接受度有待提升等多重约束。为应对这些挑战,中心城区空间重构呈现出以存量有机更新为主导的低空基础设施嵌入路径,以及推动交通网络立体化与城市功能组织调整的双重机制。在治理层面,亟须通过完善顶层立法与政策体系、建立政府主导的多元协同组织机制、构建技术赋能的安全监管与标准体系,以及推动政企合作与公众参与等模式进行系统性创新。结合深圳、广州等城市的前沿实践案例,剖析其在政策法规、空间规划、产业应用与协同治理方面的探索经验,最终提炼出把握政策窗口、纳入规划体系、坚持存量与增量并举、强化空域安全协同、培育产业生态与场景试验、注重公众体验等普适性启示,以期为低空交通引领下中国中心城区的可持续更新与治理现代化提供理论参考与实践路径。

The booming low-altitude economy and the rapid development of low-altitude transportation are driving the urban transportation system from a two-dimensional plane to a three-dimensional space, presenting historic opportunities and severe challenges for reshaping the development pattern in the central urban area—a region with highly strained spatial resources. Against the backdrop of China’s low-altitude economy rising as a national strategic emerging industry, this study constructs an analytical framework of "development momentum, spatial constraints, restructuring mechanisms, and governance innovation" to systematically explore the internal logic and coping strategies for spatial reconstruction in central urban areas under the intervention of low-altitude transportation. The research indicates that the development of low-altitude transportation is driven by multiple factors, including policy empowerment, technological innovation, and urban intrinsic needs, yet its implementation in central urban areas faces multiple constraints such as airspace control, physical space limitations, institutional barriers, and social acceptance. To address these challenges, the spatial reconstruction in central urban areas presents a low-altitude infrastructure integration path dominated by organic renewal of existing resources, as well as a dual mechanism to promote the three-dimensionalization of transportation networks and the adjustment of urban functional organization. At the governance level, systematic innovation is urgently needed through top-level legislation and policy system improvement, the establishjment of a government-led multi-stakeholder collaborative mechanism, the construction of a technology-enabled safety supervision and standard system, and the promotion of government-enterprise cooperation and public participation. Combining practical cases from frontier cities such as Shenzhen and Guangzhou, this paper analyzes their exploratory experiences in policy and regulations, spatial planning, industrial applications, and collaborative governance. Ultimately, it distills universal insights including seizing policy opportunities, integrating into planning systems, balancing existing and new resources, enhancing airspace safety coordination, fostering industrial ecosystems and scenario trials, and emphasizing public experience. These insights aim to provide theoretical references and practical pathways for the sustainable renewal and modernization of governance in China’s central urban areas under the leadership of low-altitude traffic.
