在四十余年大规模城市化增量发展基础上逐步建立起的现行规划管理体系,难以应对存量空间盘活优化语境下的空间治理新问题。特别是在空间资源紧缺的历史城市,一方面文化展示空间不足、文旅发展空间失序、产业培育空间受限、民生改善需求迫切,另一方面受制于既有建筑的历史遗留问题、既有权属权益与规划管控冲突等现实障碍,存量空间盘活阻力重重,对空间资源配置优化造成极大限制。以泉州历史城区为样本,详细分析当前规划和不动产登记管理体系下低效空间资源盘活优化的治理困境,聚焦泉州历史城区低效用地再开发试点实践过程中的路径创新、技术探索和政策试水,阐释打通堵点、建立从规划管理到不动产登记完整闭环背后的逻辑,以期为规划管理创新提供路径借鉴和模式参考。

Built on more than four decades of large-scale incremental urbanization, the current urban planning and management system struggles to address new spatial governance challenges in the context of revitalizing and optimizing stock space. This is particularly evident in historical cities with scarce spatial resources. On one hand, there is an insufficiency of cultural exhibition space, disordered development of cultural and tourism spaces, limited room for industrial cultivation, and an urgent need to improve people’s livelihoods. On the other hand, constrained by practical obstacles such as historical legacies of existing buildings, conflicts between existing property rights and planning controls, the revitalization of stock space faces significant resistance, which greatly restricts the optimization of spatial resource allocation. Taking Quanzhou Historic Urban Area as a case study, this paper elaborates on the governance dilemmas in revitalizing underutilized spatial resources under the current planning and real estate registration management system. It focuses on the path innovations, technical explorations, and policy experiments during the pilot practice of underutilized land redevelopment in Quanzhou Historic Urban Area, and interprets the logic behind breaking through bottlenecks and establishing a complete closed-loop from planning management to real estate registration. The aim is to provide path references and model insights for the innovation of urban planning and management.
