摘要:: 市级历史文化保护传承体系通过制度协同和区域联动实现垂直协调与水平协同，在落实上位保护要求、生成文化认知体系、提升文化遗产活力、带动社会经济发展等方面具有重要作用。针对当前市级体系建设存在的问题，以“价值是核心”“空间是基础”“统筹是关键”为核心观点，提出在市级体系建设中应关注整体性、关联性、层级性和动态性，建立“要素、价值、空间、制度”四位一体的整体框架。针对市级体系存在的对象识别不全、价值认知缺失、展示阐释不足、管理统筹不够等问题，以江苏淮安为例，通过开展资源调查与价值挖掘，构建“原生—专业—拓展”的认知框架，生成面向感知的项目体系，完善协同治理机制等方法，为市级体系的建设提供可用参照。

Abstract:: The municipal-level system for historical-cultural heritage protection and transmission achieves vertical and horizontal coordination through institutional collaboration and regional linkages, playing important roles in implementing higher-level protection requirements, constructing a cultural cognition framework, enhancing heritage vitality, and promoting socio-economic development. Addressing current challenges in municipal system building, this study advances the core propositions that "value is central," "space is foundational," and "coordination is critical," and proposes emphasizing integrity, interrelatedness, hierarchy, and dynamism while establishing an integrated framework of "elements, values, space, and institutions". Using Huai’an as a case, it targets incomplete object identification, deficient value cognition, insufficient presentation and interpretation, and inadequate management coordination by conducting resource surveys and value assessment, building a three-tier cognition framework of "intrinsic-expert-expanded," generating perception-oriented project systems, and improving collaborative governance mechanisms, thereby offering a practical reference for municipal system construction.
