建筑公共开放空间是位于建设用地内,由用地单位开发建设,免费提供给公众24小时(或因安全因素限时)使用的公共空间,是城市公共空间的重要组成部分,对缓解城市公共空间短缺、提升城市品质具有关键作用。随着我国城市公共空间高质量发展建设与精细化管控的推进,对建筑公共开放空间有效导控的需求日益凸显。文章梳理纽约私有公共空间(POPS)成熟的认定导控经验,重点剖析其审批程序、认定标准、奖励政策及持续认定监管评价机制,并结合我国建筑公共开放空间认定导控现状,指出我国认定导控体系审批流程模糊、设计标准宽泛、奖励政策粗放及持续监管评价机制缺失等核心问题,提出针对性优化策略构想。
Abstract:
Architectural Public Open Spaces (APOS) are integral components of urban public spaces, developed and constructed by land users within construction sites to provide free 24-hour public access (or restricted hours for safety reasons). They play a critical role in alleviating urban public space shortages and enhancing urban quality. With the advancement of high-quality development and refined management in urban public spaces in China, the demand for effective governance of APOS has become increasingly urgent. This article reviews the well-established certification and management practices of New York’s Privately Owned Public Spaces (POPS), analyzing their approval procedures, certification criteria, incentive policies, and ongoing regulatory evaluation mechanisms. By examining current APOS governance challenges in China—including ambiguous approval processes, vague design standards, simplistic incentive policies, and the absence of sustained regulatory evaluation frameworks—the study proposes targeted optimization strategies to address these systemic gaps and advance APOS governance.
