摘要:
中国城市的发展正在从大规模增量扩张阶段逐渐转向存量提质增效为主的新阶段，城市发展靠大量资源和要素投入，“以数量换增长”的方式已经难以为继，城市发展亟须进行新旧动能转换。因此，必须厘清城市发展新动能的理论逻辑、内在要求和有效途径，其理论逻辑根植于实现经济平稳发展、推动城市高质量发展、迈向中国式现代化的宏大叙事背景下；其内在要求彰显于中国式现代化的城市担当，不仅要科学把握“新”与“旧”的关系、“破”与“立”的关系，还要把握“内”与“外”的关系；其有效途径主要以科技创新为牵引推动城市产业体系现代化、以制度改革为立足点推动城市治理能力现代化、以城市更新为原动力推动城市发展水平现代化。加快形成城市发展新动能对于实现我国城市高质量发展和推进中国式现代化具有重要意义。
Abstract:
The development of Chinese cities is gradually shifting from a stage of large-scale incremental expansion to a new stage where stocks are mainly improved quality and efficiency. Urban development is no longer sustainable by relying on a large amount of resources and factor investment, and urban development urgently needs to transform new and old kinetic energy. It is necessary to clarify the theoretical logic, internal requirements and practical logic of the new driving force for urban development. Its theoretical logic is rooted in the grand narrative background of achieving stable economic development, promoting high-quality urban development, and moving towards Chinese-style modernization; its internal requirements are reflected in the urban responsibility of Chinese-style modernization. It is necessary to not only scientifically grasp the relationship between "new" and "old" and "breaking" and "establishment", but also grasp the relationship between "internal" and "external"; its effective ways are mainly to promote the modernization of the urban industrial system by using scientific and technological innovation as the driving line, promote the modernization of urban governance capabilities based on institutional reform, and promote the modernization of urban development level with urban renewal as the source driving force. Accelerating the formation of new momentum for urban development is of great significance to achieving high-quality urban development in China and promoting Chinese-style modernization.
