摘要:
北京老城胡同慢行分担率高,慢行环境定量评价应成为科学指导胡同更新的重要依据。既往老城交通研究缺乏对慢行问题的识别与诊断,在指标构建上忽视了胡同的空间特征。通过挖掘12345市民投诉平台、微博平台和覆盖所有历史文化街区的胡同慢行者街头调查等多源数据,厘清胡同慢行关键问题,从便捷、通畅、安全、舒适4个层面构建胡同慢行空间评价指标体系,基于骑行全景检测系统评价北京老城历史文化街区内884条胡同。发现:胡同慢行最突出问题是停车占道、环境卫生差和行车干扰;造成老城慢行系统问题的主要原因是胡同交通网络分级规划缺失、路权界定不清、公共交通衔接不畅。胡同慢行系统治理应从路网分级、红线控制、空间净化、公交衔接方面进行改善,助力胡同慢行友好发展。
Abstract:
Beijing’s historic hutongs carry a remarkably high share of walking, cycling and e-bike trips. Yet, despite their evident importance, the city still lacks a rigorous, problem-oriented transport assessment that can guide renewal programmes. Earlier studies neither diagnose the key problems nor tailor indicators to the hutongs’ physical form. This paper mines multi-source data—citizen complaints submitted to the municipal 12345 hotline, location-tagged Weibo posts and an original survey of hutong non-motorised space users—to pinpoint the principal mobility problems. Guided by these findings, we construct a four-dimension evaluation framework covering accessibility, permeability, safety and comfort, and apply it systematically to 884 hutongs within the old city’s designated historic districts. Results show that the problems most frequently perceived by non-motorised space users are on-street parking encroachment, poor environmental sanitation, and motor-vehicle interference. The underlying causes are threefold: the absence of a functional hierarchy in the hutong network, ambiguous allocation of street space rights and weak integration with the public-transport system. Governance should focus on road network classification, cross-section delineation, spatial purification, and integration with public transport, so as to promote a more non-motorised mobility-friendly hutong environment.
