摘要:
将我国具有法定概念的历史建筑置于全球文化遗产保护框架中，开展保护利用理念及策略的比较。通过对法、英、日、新加坡四国的低级别建筑遗产保护经验总结，系统解析其法律体系、管理机制与修缮原则策略的异同，并结合我国历史建筑保护传承的现状，提出保护目标与标准模糊、保护对象规模庞大、政策机制匹配度失宜、技术措施适应性及准备不足的现实痛点，对应指出可供参考的国际经验和借鉴方向。最终提出我国应以价值导向的保护框架为基础、建立中央统筹地方协作的治理模式，并开发适应性技术体系、创新社区共治机制，以推动历史建筑保护与可持续发展。
Abstract:
This study situates the legally defined category of historic buildings in China within the global framework of cultural heritage conservation and conducts a comparative analysis of conservation concepts and strategies. By examining the experiences of France, the United Kingdom, Japan, and Singapore in preserving lower-grade architectural heritage, the research systematically analyzes the similarities and differences in legal systems, management mechanisms, and conservation principles. In light of the current situation in China—marked by vague conservation objectives and standards, a vast number of heritage sites, mismatches in policy frameworks, and inadequate technical readiness—the study identifies key challenges and maps them to relevant international practices that offer constructive reference. It ultimately proposes a value-oriented conservation framework, a governance model characterized by central coordination and local collaboration, the development of adaptive technical systems, and innovative mechanisms for community co-governance to promote the sustainable conservation of historic buildings.
