摘要:
制度体系建设是存量时代城市更新行动的重要使命，是国家治理体系和治理能力现代化建设的需要。在我国尚未出台国家层面城市更新法律法规，以及部分城市先行探索取得一定经验的背景下，省级层面城市更新对我国城市更新体系建设的支撑作用日渐凸显，但相关研究存在空白。通过梳理分析当前已出台的省级相关文件和更新实践反馈情况，提出省级层面城市更新在我国城市更新体系建设中发挥“化整为零”“化零为整”“化零为正”作用。基于规划编制视角对未来省级层面城市更新需要关注的重点内容进行讨论，包括凝练与省级城市战略要求相匹配的更新需求、明确与城市发展阶段相符合的行动任务、探索与更新行动相适应的治理模式。
Abstract:
Establishing the institutional system is an important mission of urban renewal in the inventory era, which is required for the modernization of national governance system and governance capacity. Under the background that national laws and regulations on urban renewal have not been issued in our country, and pilot cities have obtained some experience through exploration, the supporting role of provincial-level urban renewal actions is becoming increasingly prominent. However, there is a gap in related research. Through the review and analysis of the current provincial documents issued and the feedback updated in practice the paper proposes that provincial-level urban renewal actions have the significance of "breaking down the whole", "gathering parts into a whole", and "turning zero into positive". Furthermore, this paper discusses the key content of future provincial-level urban renewal actions from the planning perspective, including the needs that match provincial strategic requirements, the action tasks that adapt to urban development stages, and the governance models that are compatible with urban renewal actions.
