在“双碳”目标背景下,地铁站域作为城市交通与空间结构的核心节点,承担着低碳转型的关键任务。北京依托政府主导模式,以强制性标准推动绿色建筑与节能技术落地;上海侧重市场驱动,通过碳交易、绿色金融等工具提升低碳更新的经济可行性。构建政策引导、技术支撑、经济激励与运营优化的四维协同框架,系统对比京沪两市实践模式,分析政策执行力、市场动力及技术适应性等差异。研究发现,京沪在跨部门协调、低碳技术经济性、政策可操作性等方面仍存在一定脱节,影响系统性推进。针对这一问题,提出政策动态调整、市场激励优化、投融资体系完善及智能化管理深化等改进策略,以提升政策与设计协同效能,为地铁站域低碳更新提供实践借鉴。

Under the "dual carbon" goals, metro station areas serve as crucial nodes in urban transportation and spatial structures, playing a vital role in the green and low-carbon transition. Beijing and Shanghai have developed distinct models for integrating policy tools and design strategies in metro station area renewal. Beijing relies on government-led regulatory standards, emphasizing green building regulations and energy-saving technologies, while Shanghai promotes market incentives and financial mechanisms, fostering the market-oriented implementation of low-carbon designs. This study constructs a four-dimensional synergy framework encompassing policy guidance, technological support, economic incentives, and operational optimization, systematically comparing the practices of both cities. Findings indicate that Beijing’s policy framework is characterized by strong administrative control and planning constraints, ensuring high compliance with low-carbon standards but with relatively weak market-driven incentives. In contrast, Shanghai leverages carbon trading, green finance, and intelligent management systems to enhance the economic feasibility of low-carbon updates, but its policy enforcement exhibits greater flexibility, leading to inconsistencies in implementation. Additionally, challenges such as cross-departmental coordination, the economic viability of low-carbon technologies, and policy applicability persist in both cities, hindering the systematic promotion of low-carbon updates. Therefore, this paper proposes enhancing policy adaptability, strengthening market incentive tools, establishing a low-carbon renewal financing system, and deepening intelligent management strategies to improve the synergy between policy tools and design strategies. These insights offer theoretical and practical references for advancing low-carbon metro station area renewal in other Chinese cities.
