中小城市老城区是我国新型城镇化与高质量发展转型的重要载体，其更新规划正面临规划定位不清、目标对象不明、建设品质不佳、实施动力不足等问题，如何实现空间挖潜、策略建构及实施保障等技术联动，形成城市更新工作范式，是目前规划行业面临的重要且迫切议题。基于传统规划工作步骤与框架，引入行动规划理念，试图通过剖析行动规划的“供需逻辑、技术逻辑和实践逻辑”内涵，梳理出“务实性、收敛性、价值性”原则，探索性地建构中小城市老城区更新规划的逻辑与工作路径。结合嘉兴市嘉善老城区有机更新专项规划展开阐述，并提出了务实导向下的目标需求精准研判、收敛约束下的技术内容有限编制、价值驱动下的实施项目协同运维等规划行动策略，以期为同类型中小城市老城区的更新规划提供理论及实践参考。
Abstract:
The old urban areas of small and medium-sized cities are important carriers of China’s new urbanization and high-quality development transformation. Their renewal planning is facing problems such as "diverse types of practices, lack of adaptive top-level architecture, distorted object analysis, lack of practical evaluation methods, disorderly spatial environment, lack of convergent content strategies, imbalanced interest structure, and lack of sustainable operation and maintenance mechanisms". How to achieve technological linkage such as spatial potential tapping, strategy construction, and implementation guarantee to form a paradigm for renewal work is currently an important and urgent issue facing the planning industry. The article is based on traditional planning work steps and frameworks, introducing the concept of action planning. It attempts to analyze the connotations of "supply and demand logic, technical logic, and practical logic" in action planning, sort out the principles of "practicality, convergence, and value", and explore the logic and work path of updating planning for small and medium-sized old urban areas. This article elaborates on the special plan for organic renewal in the old urban area of Jiashan, and proposes planning action strategies such as "precise analysis of target requirements under pragmatic guidance, limited preparation of technical content under convergence constraints, and collaborative operation and maintenance of implementation projects under value driven", in order to provide theoretical and practical references for the renewal planning of old urban areas in similar small and medium-sized cities.
