摘要:
我国城镇化进程已进入中后期，面对人口年龄结构变化及“城市病”凸显带来的诸多挑战，深层次挖掘困扰城市可持续发展的关键病症、识别和盘整更新资源、锚定更新策略抓手、协同制定政策体系、提升现代化治理能力是城市更新专项规划的主要架构。以迁安市为例，针对现有城市问题，结合城市发展目标，探讨城市更新规划在优化城市空间结构和布局形态，完善公共服务、道路交通、生态安全等城市功能，提升人居环境品质，提高城市现代化治理水平，赋能城市高质量发展等方面的编制思路和方法，旨在为其他城市开展城市更新行动提供参考与启示。
Abstract:
China’s urbanization process has entered the middle and late stages, and in the face of many challenges brought about by the change of population age structure and the prominence of "urban diseases", it is the main framework of the special urban renewal plan to dig deep into the key diseases that plague the sustainable development of cities, identify and consolidate renewal resources, anchor the renewal strategy, coordinate the formulation of policy systems, and improve the ability of modern governance. Taking Qian’an as an example, this paper discusses the ideas and methods of urban renewal plannings in optimizing urban spatial structure and layout, improving urban functions such as public services, road traffic, and ecological security, improving the quality of human settlements, improving the level of urban modernization governance, and empowering high-quality urban development, aiming to provide reference and inspiration for other cities to carry out urban renewal actions.
