高效推动城市公共文化空间赋能既是城市治理的重要内容，也事关城市发展动力的持续培育。借鉴整体治理理论，可自主构建“政策+文化+数智+生态”为要点的四维整体赋能框架体系，借此检视当前城市公共文化空间赋能实践的真实状况。一方面，为有效破除城市公共文化空间赋能升级难题，亟待厘清优化改进这项工作的行动导向，整体构筑完整有效的城市公共文化空间赋能升级逻辑，既要加快推动赋能升级的系统设计和政策供给，提供源头性的力量支持，也要注重赋能升级的动力集聚和主体联结，理顺实践层面的工作诉求。另一方面，结合整体赋能逻辑和具体实践诉求，可以全面制定相对应的升级策略。完善城市公共文化空间赋能升级的顶层设计，高标准部署安排工作；借助多维赋能政策的调整优化，积极改变现行的城市文化空间建设导向；通过强化城市公共文化资源供给和多元主体协作，不断夯实城市公共文化空间营造的支持条件，助力快速扭转现有的工作局面。

Efficiently promoting the empowerment of urban public cultural spaces is not only an important aspect of urban governance, but also related to the sustained cultivation of urban development momentum. Drawing on the theory of holistic governance, we can independently construct a four-dimensional holistic empowerment framework system with "policy+culture+digit intelligence+ecology" as the key points, in order to examine the real situation of current urban public cultural space empowerment practices. On the one hand, in order to efficiently solve the problem of empowering and upgrading urban public cultural spaces, it is urgent to clarify the action direction for optimizing and improving this work, that is, to build a complete and effective logic for empowering and upgrading urban public cultural spaces as a whole. We need to accelerate the system design and policy supply for promoting empowerment and upgrading, provide source power support, pay attention to the power aggregation and subject connection of empowerment and upgrading, and clarify the practical work demands. On the other hand, combined with the overall empowering logic and specific practical demands, the corresponding upgrade strategy can be fully formulated. We should improve the top-level design of urban public cultural space empowerment and upgrading, and arrange this work with high standards; With the adjustment and optimization of multi-dimensional empowerment policy, we should actively change the current orientation of urban cultural space construction. By strengthening the supply of urban public cultural resources and the collaboration of multiple subjects, we can continuously consolidate the supporting conditions for the construction of urban public cultural spaces and help quickly reverse the existing work situation.
