摘要:
国家层面提出实施城市更新行动，并开展了一系列城市更新示范和试点工作，住房城乡建设部和辽宁省人民政府签订了共建城市更新先导区合作框架协议。辽宁省作为全国首个省域层面的城市更新先导示范区，开展了省域空间尺度下的城市更新先行示范的“辽宁模式”实践探索。回顾国家城市更新行动的政策演进、辽宁省城市更新历程、剖析辽宁省城市发展特征及问题、制定辽宁省城市更新策略，并将全省城市分为引领型、提升型、整治型、特色型四类，明确分类指引的更新重点任务。
Abstract:
The national government has proposed the implementation of urban renewal policies and has conducted a series of urban renewal demonstrations and pilot projects. Ministry of Housing and Urban-Rural Development and the People’s Government of Liaoning Province have concluded a framework agreement for the cooperation in establishing pilot zones for urban renewal. As the first provincial-level pilot demonstration zone of urban renewal in China, Liaoning Province has undertaken the practical exploration of the "Liaoning Model". Through reviewing policy evolution, analyzing the process of the urban renewal in Liaoning Province, analying its characteristics and challenges in terms of urban development, and formulating strategies for urban renewal of Liaoning Province, this paper categorizes cities into four distinct classifications: leading, upgrading, renovating, and characteristic. It also outlines essential tasks for classification guidelines.
