摘要:
城市居民如何依法有序参与社区治理是基层自治首要解决的难题，也是城市社会治理的重要议题。不同的社区参与主体有着不同的社区参与模式。基于社区参与意愿和参与能力探讨社区参与的四种主体：边缘性主体、业余性主体、不满性主体和活跃性主体。基于社区参与实践和利益追求分析社区参与的四种模式：权益式参与、自发式参与、配合式参与和理性式参与。通过四种参与主体和四种参与模式的配对，提出了一个走向活跃性主体的理性式社区参与模型，认为社区参与的理想状态是追求活跃性主体的理性式社区参与。为此，提高居民参与意愿、提高居民参与能力、培养居民公共精神、增强居民参与实践的四条路径是走向理想化社区参与的必由之路，通过四条路径的不同匹配，权益式参与的边缘性主体、自发式参与的业余性主体、配合式参与的不满性主体都可以走向一种理想的活跃性主体的理性式社区参与范式。
Abstract:
How urban residents participate in community governance in an orderly manner according to law is the primary problem to be solved by grassroots self-governance, and it is also an important issue in urban social governance. Different subjects of community participation have different patterns of community participation. Based on the willingness and ability of community participation, this paper discusses four kinds of subjects in community participation: marginal subject, amateur subject, dissatisfied subject and active subject. Based on the practice of community participation and interest pursuit, four patterns of community participation are analyzed: equity participation, spontaneous participation, cooperative participation and rational participation. Through the pairing of four kinds of participants and four kinds of participation patterns, a community participation model is proposed, which shows that the ideal state of community participation is to pursue rational community participation of active participants. To this end, the four paths of improving residents’ willingness to participate, improving residents’ ability to participate, cultivating residents’ public spirit, and enhancing residents’ participation in practice are the only way to idealize community participation. Marginal subject of equity participation, amateur subject of spontaneous participation and discontented subject of cooperative participation can all move towards a rational community participation paradigm of ideal active subject.
