摘要:
在国土空间规划和治理体系改革的背景下，历史文化街区详细规划的主要任务是在法定规划的层面进行空间资源配置和用途管制，以更好地延续街区原有的肌理和文脉，实现街区的有效保护和活力再生。对于历史文化街区这种特殊的存量更新地区，应充分把握好新时代对详细规划编制的新要求，针对该类型地区的特点和难点问题，探索针对性的规划方法。关键技术包括在规划前期做好全要素、多维度的评价评估，在空间资源配置上注重公共利益保障和地区综合效益提升，在用途管制上注重刚弹结合，同时做好上下传导、多规协同和编管结合等。研究以眉山市太和老镇为例，探索了新时代历史文化街区详细规划的编制方法。
Abstract:
In the context of national spatial planning and governance system reform, the main task of detailed planning for historical and cultural blocks is to do a good job in spatial resource allocation and use control from the perspective of statutory planning, in order to better continue the original texture and context of the block, and achieve effective protection and vitality regeneration of the block. For the special stock renewal area of historical and cultural districts, we should fully grasp the new requirements for detailed planning in the new era, and explore targeted planning methods based on the characteristics and difficult problems of this type of area. Key technologies include conducting comprehensive and multi-dimensional evaluations of all elements in the early stages of planning, emphasizing public interest protection and regional comprehensive efficiency improvement in spatial resource allocation, combining rigid and flexible elements in use control, and ensuring top-down transmission, multi planning coordination, and integration of planning and management. The article takes Taihe Old Town in Meishan City as a practical case to explore the method of detailed planning for historical and cultural districts in the new era.
