摘要:
为检测现存城市发展问题，统筹城市规划建设与管理，推动城市人居环境高质量发展，我国形成了较为完善的城市体检评估机制。社区作为城市治理与生活的基本单元，是解决城市人居环境“最后一公里”问题，以提升人民生活品质和基层治理能力的关键。因此，城市体检工作需要向社区尺度深化。首先以人居环境科学理论为指导，解析社区人居环境建设的内涵及社区体检的内在逻辑；其次基于现有城市体检的研究成果，梳理多级协同下社区体检的关键技术方法和重点内容，构建社区体检的指标体系；最后以昆明市关上街道双凤社区为例，将体检成果应用于指导社区人居环境品质提升，以期为我国其他城市开展社区体检工作提供一定的理论基础与实践经验。
Abstract:
In order to detect existing urban development problems, coordinate urban planning, construction and management, and promote high-quality development of urban living environment, China has formed a relatively complete urban physical examination and evaluation mechanism. As the basic unit of urban governance and life, communities are the key to solving the "last mile" problem of urban living environment and improving people’s quality of life and grassroots governance capacity. Therefore, urban physical examination work needs to be further deepened at the community level. The paper first takes the scientific theory of human settlement as guidance, analyzes the connotation of community human settlement construction and the internal logic of community physical examination. Then, based on the research results of existing urban physical examinations, it sorts out the key technical methods and key contents of community physical examination under multi-level collaboration, and constructs an indicator system for community physical examination. Finally, with the case of Shuangfeng Community in Guanshang Street, Kunming City as an example, the results of the physical examination will be applied to guide the improvement of the quality of the community living environment, in order to provide a certain theoretical basis and practical experience for other cities in China to carry out community physical examination work.
