摘要:
资金是历史文化街区保护更新实施的重要保障。研究以1998年至2017年实施了保护工程的11个历史文化街区为调研对象，结合中央和地方的保护政策，从政府资金投入的法律依据、资金的筹措渠道和使用方式三方面展开实证分析。研究提出任何政策的制定应当保障历史文化街区获得保护资金的渠道畅通，并可以借助少量的政府投入来撬动社会资本，确保这些保护资金能够对历史文化街区及其所在城市的发展起到积极作用。现有相关政策应当进一步完善和强化法律基础，设立历史文化街区专项资金，施行并细化财税抵免支持事项，与保障性住房体系相结合，提高居民出资修缮的积极性，扩大市场投资运营主体范围。
Abstract:
Funds are an important guarantee for the protection and renewal of historical and cultural districts. This article selects eleven historical and cultural districts that have implemented protection projects from 1998 to 2017 as the research objects. Together with central to local protection policies, empirical analysis is conducted from the legal basis of funding policies, channels for fundraising, and usage methods. The study proposes that any policy formulation should aim to continuously ensure sufficient protection funds for historical and cultural districts, leverage social capital with a small amount of government investment, and ensure that the investment of protection funds can have a positive impact on the development of historical and cultural districts and their cities. The existing relevant policies should further improve and strengthen the legal foundation, establish special funds for historical and cultural districts, implement and refine financial and tax credit support matters, combine with the affordable housing system, increase the enthusiasm of residents to invest in repairs, and expand the scope of market investment and operation entities.
