摘要:
城市更新作为国家在新形势下的重大战略部署，在推进过程中面临诸多挑战，需要进行实践模式上的探索。以杭州浙工新村危旧房有机更新项目为案例，从宏观角度审视其在城市更新中的特色与价值，将民主促民生的理念转化为政府决策，解决城市更新中的民意变化问题。此外，文章结合案例实践，分析杭州在工作机制、资金平衡、政策模式等方面的尝试，有效破解城市更新存在的难题。通过对比其他城市居民自主型城市更新模式的实施情况，突出浙工新村在城市更新中的创新价值，旨在为城市更新提供新思路和有效策略，并推广复制试点经验，在顶层设计、政策创新、资金筹措方面提出优化建议，以促进更广泛的居民参与和推进老旧小区自主更新。
Abstract:
Urban renewal is a major deployment made by the country in the new situation. Promoting urban renewal faces many difficulties and requires innovative exploration in practice models. Based on the historical experience of Hangzhou, a governance logic of democracy to promote people’s livelihoods in urban renewal is proposed. Following this logic, Hangzhou has implemented residents’ autonomous renewal through the renewal project of Zhegongxincun as a pilot project, making attempts in work mechanisms, fund balance, and policy models to effectively solve the problems of urban renewal. To achieve better results and promote replication of pilot practices to a certain extent, optimization suggestions are proposed in top-level design, policy innovation, and fundraising.
