高新区是中国发展高新技术产业、实现创新驱动发展的前沿阵地，但面临顶层管理体制不顺畅、创新驱动能力不足、产城融合滞后等突出问题。总结国际高科技园区发展路径与模式，以期为高新区实现“高”和“新”双维度改革目标、践行“创新驱动战略提升行动”提供系统性科学决策支持。首先，从宏观背景、微观机理、发展历程、全球格局、网络关联和承担功能六个方面，系统梳理国际高科技园区兴起背景及发展特点。其次，剖析国际高科技园区的“三高”（高技术密度、高集约空间和高产出效益）特征，区域、产业和社会文化的三大功能，以及多元共治型、政府主导型和企业运作型的三种开发模式。再次，总结国际高科技园区用地布局、金融服务、企业成长、园城联动等方面的成熟经验。最终，提出优化用地功能分区、完善风险投资驱动机制、构建协同创新网络、重视产学研一体化等对策建议。
Abstract:
The high-tech zone is the forefront of China’s development of the high-tech industry and the realization of innovative-driven growth. However, it faces prominent issues such as suboptimal top-level management systems, insufficient innovative-driven capabilities, and lagging integration of industry and urban development. It is awaiting the summary of the international high-tech park development paths and models, with the aim of providing decision-making support for the high-tech zones to achieve reform goals and practice the "Innovation-Driven Development Strategy." Firstly, from six aspects including macro background, micro mechanism, development history, global pattern, network correlation, and the functions they perform, the author systematically sorts out the background and development characteristics of the rise of international high-tech parks. Next, the author analyzes the "three highs" characteristics of international high-tech parks (high-technology density, high intensive space, and high output benefits), regional, industrial, and social cultural functions, as well as the diverse models of governance, government-led, and corporate-operated development. Thirdly, the author summarizes the mature experiences of international high-tech parks in land use planning, financial services, corporate growth, and park-city integration. Ultimately, the paper proposes targeted policy suggestions such as optimizing land function zoning, improving the venture capital-driven mechanism, constructing a collaborative innovation network, and valuing the integration of industry, education, and research.
