摘要:: 在新时代新征程上推动国家级新区高质量发展，特别是依托绿色低碳路径推动国家级新区高质量发展即绿色低碳高质量发展是一个重大的理论问题和实践问题。鉴于现有理论研究缺陷与实践工作误区，以国家级新区典范上海市浦东新区为例，在阐述浦东新区高质量发展的内涵构成与实现路径的基础上，分析了浦东新区绿色低碳高质量发展的成效与问题，着重提出了浦东新区高质量发展的绿色低碳路径优化举措，包括：推动经济发展绿色化低碳化、推动社会发展绿色化低碳化、聚焦双碳加快构建生态环境治理体系等，为浦东乃至我国国家级新区整体高质量发展与可持续发展提供重要参考。

Abstract:: It is a major theoretical and practical issue to promote the high-quality development of national new areas in the new era and new journey, especially relying on the green and low-carbon path to promote the high-quality development of national level new areas, which means green, low-carbon and high-quality development. Given the shortcomings of existing theoretical research and practical work misunderstandings, taking the Pudong New Area in Shanghai as an example, the paper analyzes the effectiveness and problems of its green, low-carbon, and high-quality development and mainly proposes optimization measures for the green and low-carbon path of high-quality development in Pudong New Area, including promoting green and low-carbon economic development in Pudong, promoting green and low-carbon social development in Pudong, and focusing on dual carbon to accelerate the construction of an ecological environment governance system in order to provide the important reference for the overall high-quality development and sustainable development of Pudong and even China’s national level new areas.
