梳理中国大运河(简称“大运河”)文化遗产构成、内涵与特点,厘清在其保护管理中的瓶颈问题。针对存在的问题,以公众参与为理论视角,从主体、理念、内容与视域4个维度探究美国、加拿大运河保护管理中可资中国借鉴的经验与启示。研究发现,大运河文化遗产丰富多样,文化内涵博大精深,遗产特点鲜明独特,具有多重重大意义,然而相关保护管理政策与实施举措大多属于政府行为,自上而下的单向管理色彩浓厚,缺乏广泛而系统的民间公众参与。美国、加拿大的主要经验是:第一,公众参与主体由遗产廊道居民、非政府组织、非营利企业、民间力量以及游客和个体志愿者组成;第二,双方坚信广泛的公共参与是文化遗产保护管理成功的原动力,有助于发挥教育的功能,有利于国民身份的塑造;第三,公众参与贯穿其遗产廊道项目管理计划的起草、修改、实施、评估等全过程;最后,充分利用网络主页、数据库、模拟研讨以及脸书、推特、照片墙等现代信息技术与社交媒介,以促使公众参与事半功倍。基于此,提出三条建议,供国内大运河文化遗产保护管理参考借鉴。
Abstract:
While combing the composition, connotation and characteristics of the cultural heritage of the Grand Canal of China (hereinafter referred to as the Grand Canal), we have clarified the bottleneck problems in its conservation and management. To deal with the said problems, this paper explores the experience and enlightenment that China can learn from the protection and management of the U.S. and Canada from the perspective of public participation in terms of such dimensions as subject, concept, content, and perspective. The study has found that the cultural heritage of the Grand Canal of China is rich and diverse, its cultural connotation is broad and profound, and its heritage features are distinctive and unique, with multiple significant meanings. However, most of the relevant conservation and management policies and implementation measures are government actions, and the top-down one-way management is obvious, lacking extensive and systematic civil public involvement. The relevant experience of the US and Canada is as follows: first, the main body of public involvement consists of residents of the heritage corridor, non-governmental organizations, non-profit enterprises, private forces, tourists and individual volunteers; second, both sides firmly believe that extensive public involvement is the driving force for the success of cultural heritage conservation and management, which is conducive to giving play to the function of education and shaping of national identity; third, public involvement runs through the whole process of drafting, revising, implementing and evaluating the heritage corridor project management plan of both sides; finally, both sides have been making full use of modern information technology and social media, such as web homepage, database, virtual discussion, Facebook, Twitter, and Instagram to promote public involvement, yielding twice the result with half the effort. Based on this, three suggestions are put forward for reference in the conservation and management of the cultural heritage of the Grand Canal of China.
