老城是一个城市发展的源点,文化内涵丰富。老城区的规划通常兼具文化保护和更新提质的要求。基于北海老城片区保护和更新的问题与难点,对更新方法进行归纳研究,提出应对保护要素进行分类保护与整治,对存量用地展开定量和定性分析,识别用地更新潜力;针对不同更新类型的地块分类施策,制定“严保活用”的规划提升策略;强调规划的实操性和落地性,将具体需求通过各项精细化控制和引导指标在法定管理平台上予以落实,面向实施落地开展更新难度评估,实现助力老城高质量发展的目标。

The old city is the source of a citys development, with rich cultural connotation and complex current situation. The planning of the old city area usually has the requirements of cultural protection and upgrading. Based on the problems and difficulties in the protection and renewal of Beihai old city, this paper summarizes and studies the renewal methods from the perspective of dual planning nesting, puts forward that the front-end should carry out classified protection and remediation for the protection elements, carry out quantitative and qualitative analysis on the stock land, and identify the land renewal potential;According to the classification of different types of land renewal, the planning promotion strategy of strict protection and flexible use is formulated; It emphasizes the practicality and implementation of the planning, integrates the two plans, implements the specific needs through various fine control and guidance indicators in the legal management platform, and carries out the update difficulty assessment for the implementation of the implementation, so as to achieve the goal of assisting the high-quality development of the old city.
