成都非程序性营商软环境提升研究-中国名城

摘要:: 近年来，各地通过一系列有力的政策措施使得营商硬环境与程序性营商软环境得到了巨大的改善，而作为营商环境重要组成部分的非程序性营商软环境还未受到重视。构建良好的非程序性营商软环境对于进一步改善营商环境、促进经济发展具有重要意义。以成都市为例，深入分析非程序性营商软环境构建中存在终端执法不够文明、营商信息公开不够等一系列问题。从基层终端执法文明化、释放商（协）会活力、拓展企业维权空间、探索对困境企业的合理关注、加大营商信息公开力度、提升本地企业家群体形象、确保营商政策延续性几个方面提出了构建非程序性营商软环境的对策建议。

Abstract:: In recent years, through a series of strong policy measures, the hard and procedural business environment have been greatly improved, while the non-procedural business environment, which is an important part of the business environment, has not been given much attention, building a good non-procedural business soft environment is of great significance to further improve the business environment and promote economic development. Taking Chengdu as an example, this paper analyzes a series of problems existing in the construction of non-procedural business soft environment, such as uncivilized terminal law enforcement and insufficient publicity of business information. This paper puts forward some countermeasures and suggestions on constructing a non-procedural business soft environment from the aspects of civilizing law enforcement at the grass-roots level, releasing the vitality of business associations, expanding the space for enterprises to defend their rights, exploring the reasonable concern for enterprises in difficulty, increasing the publicity of business information, promoting the image of local entrepreneurs, and ensuring the continuity of business policies.
