摘要:
在我国城镇化发展从规模化扩张转向高质量发展的大背景下，生态敏感地区历史城镇普遍面临着文化遗产保护不足、生态环境保护压力加剧以及城镇产业发展动力不足等现实矛盾。引入整体性保护理念，探讨在毛乌素沙漠与黄土高原过渡地带这一特殊生态与文化区域内历史城镇如何在发展中兼顾历史保护、生态修复与产业升级。并以榆林市横山区波罗镇为例，系统分析其历史文化资源价值、保护现状及存在问题，提出历史城镇保护与发展的策略与实施路径。
Abstract:
Under the backdrop of China’s urbanization development stage transitioning from large-scale expansion to high-quality growth, historical towns in ecologically sensitive areas are generally confronted with practical contradictions such as insufficient protection of cultural heritage, intensified pressure on ecological protection, and insufficient impetus for urban industrial development. By introducing the concept of holistic protection, this paper explores how historical towns in the special ecological and cultural region at the transition between the Mu Us Desert and the Loess Plateau can balance historical preservation, ecological restoration, and industrial upgrading in their development. Taking Boluo Town in Hengshan District, Yulin City as an example, this paper systematically analyzes the value of its historical and cultural resources, the current protection status, and existing problems, and proposes strategies and implementation paths for the protection and development of historical towns.
