街道非正规空间是街巷边角、闲置小微地块和沿街界面自发形成的功能性空间,是城市公共空间和民生活力的重要载体。苏州街道非正规空间长期面临制度模糊、权利缺失、建设标准缺失和治理模式滞后等困境。传统“一刀切”的清理整治方式,破坏了本土街巷生活特质、压制街区活力,无法适配城市精细化更新与民生适配的治理需求。以苏州街道非正规空间为研究对象,通过实地调研、空间量化及归纳等研究方法,结合空间合法化赋权理论、协同理论、非正规公共空间理论,界定街道非正规空间的内涵、类型、特征,剖析其核心矛盾,构建权属合规、功能适配和多元共治等合法化赋权体系,并提出适合苏州城市特质的长效治理机制和城市更新系统化对策。研究将推动非正规空间从清除管控转向合法化赋权,致力于公共安全和民生需求,激活街巷低效空间价值、传承市井街道文化,实现城市非正规空间的规范化、可持续治理。
Abstract:
Street informal spaces are functional areas spontaneously formed along alleyways, in vacant small plots, and along street fronts. They serve as vital carriers of urban public space and community vitality. Currently, such spaces in Suzhou City face long-standing challenges including ambiguous regulations, lack of rights recognition, absence of construction standards, and outdated governance models. Traditional clearance and rectification approaches have damaged the unique characteristics of local street life, suppressed neighborhood vitality, and failed to meet the demands of refined urban renewal and people-centered governance. This study takes Suzhou’s street informal spaces as its subject, employing field research, spatial quantification, and inductive analysis. Drawing on theories of spatial legalization and empowerment, collaborative governance, and informal public space, it defines the connotation, types, and characteristics of these spaces, identifies their core contradictions, and constructs a legalization and empowerment framework encompassing property rights compliance, functional adaptation, and multi-stakeholder co-governance. It further proposes long-term governance mechanisms and systematic urban renewal strategies tailored to Suzhou’s urban context. The study aims to shift from mere removal and control toward legal recognition and empowerment of informal spaces, prioritizing public safety and residents’ well-being, revitalizing underutilized street areas, preserving grassroots urban culture, and achieving standardized, sustainable management of urban informal spaces—thereby contributing to equitable, vibrant, and orderly urban governance.
