摘要:
历史文化街区是彰显城市人文精神的核心载体，长期面临保护与发展的深层矛盾。作为街区保护管理和规划许可法定依据的保护规划与详细规划在实践中存在协同不足的问题。通过梳理我国历史文化街区保护范式的演进历程，反思现行“两规”在编制内容、管控逻辑、制度设计及价值取向等方面的结构性矛盾，提出“两规”协同优化编制路径，为新时代历史文化街区保护发展理论与实践提供参考。
Abstract:
As a core carrier for showcasing the humanistic spirit of a city, historical and cultural districts have long faced deep-seated conflicts between conservation and development. As the basis for conservation management and planning permission of construction projects in historic districts, there exists a problem of insufficient coordination between conservation planning and detailed planning. By reviewing the evolution of conservation paradigms for historical and cultural districts in China and systematically reflecting on the limitations of the current conservation plans for historical and cultural districts and detailed plans, this study proposes an optimized approach for their coordinated formulation, providing a reference for the theory and practice of conservation and development of historical and cultural districts in the new era.
