Under the dual contexts of the Belt and Road Initiative in the new era and the systemic preservation of linear cultural heritage, traditional static conservation models have proven inadequate in addressing the multifaceted challenges posed by spatially dispersed heritage sites, latent heritage values, and insufficient management capacity. The Xuanquanzhi Site in Dunhuang, a pivotal node of historical exchanges along the Silk Road, inherently draws its revitalization pathway from its transportation legacy and intercultural exchange genes. By referencing the innovative "transport-tourism integration" model at the Xuanquanzhi complex—an exemplary combination of "expressway service area + UNESCO World Cultural Heritage"—this study outlines a clear and viable direction for the dynamic inheritance of linear urban cultural heritage. Through theoretical deduction and case analysis, a systematic revitalization framework is constructed, encompassing "transport resource integration + cultural value transformation + sustainable operational mechanisms." This framework achieves holistic resource coordination via "spatial linkage + functional overlay," activates cultural connotations through "value decoding + narrative transformation," and ensures long-term operational sustainability via "revenue feedback + multi-stakeholder governance." It effectively resolves the long-standing dichotomy between conservation and utilization of linear urban cultural heritage in remote regions. The revitalization practice of the Xuanquanzhi Site not only provides a replicable model for similar cultural heritage revitalization in resource-based regions of western China, but also offers a robust theoretical reference and scalable practical paradigm for achieving synergy between conservation and utilization of linear urban cultural heritage from the perspective of building "new humanistic cities."
