在全球化与快速城镇化推进的背景下,城市历史文化遗产正面临空间重构与文化弱化的双重压力,既有研究多侧重技术路径,对多要素协同机制关注不足。基于此,以中国典型历史文化城区为研究对象,引入韧性治理视角,构建“制度—技术—社会”三维协同分析框架,从整体上审视遗产保护传承中的关键约束与作用关系。研究结果表明,当前困境并非单一要素失效,而是制度供给、技术应用与社会参与之间衔接不畅所导致的结构性失衡。其中,制度安排影响资源配置与行动边界,技术手段提升治理精度但受限于应用情境,社会参与则关系到文化价值的持续再生。进一步研究分析表明,遗产保护需由单点优化转向系统协同,在不同情境中形成多要素动态适配的治理路径。从完善制度机制、强化数字支撑与激活社区参与等方面提出优化思路,以期为城市历史文化遗产的可持续管理提供理论参考。

Against the backdrop of globalization and rapid urbanization, urban historical and cultural heritage is increasingly subjected to the dual pressures of spatial restructuring and cultural dilution. Existing studies have predominantly focused on technical approaches, while insufficient attention has been paid to the synergistic mechanisms among multiple factors. To address this gap, this study takes typical historic urban areas in China as its research objects and introduces a resilience-oriented governance perspective, developing a tripartite analytical framework integrating institutional, technological, and social dimensions to systematically examine the key constraints and interaction mechanisms in heritage protection and transmission. The findings indicate that current challenges do not arise from the failure of any single factor, but rather from a structural imbalance caused by the misalignment among institutional supply, technological application, and social participation. Specifically, institutional arrangements shape resource allocation and define operational boundaries; technological tools enhance governance precision but are constrained by contextual conditions; and social participation plays a crucial role in sustaining the reproduction of cultural value. Further analysis suggests that heritage protection should move beyond isolated interventions toward systemic coordination, forming context-sensitive governance pathways characterized by dynamic multi-factor adaptation. Based on these insights, this study proposes optimization strategies, including improving institutional frameworks, strengthening digital support, and fostering community engagement, with the aim of providing a theoretical reference for the sustainable management of urban historical and cultural heritage.
