摘要:
聚焦数绿融合驱动数智化城市建设的核心议题，界定数绿融合和数智城市的核心内涵、维度及特征，构建“技术—目标—治理”三维协同理论机制，剖析技术赋能、目标引导、治理协同三大机制的作用路径。选取杭州、深圳、雄安新区3个典型案例，分析不同类型城市数绿融合的差异化实践路径，提炼案例共性规律。研究表明，数绿融合需要依托三维协同机制，技术创新、政策协同、公众参与是关键成功要素。最后，结合国家相关发展规划，从顶层设计、技术支撑、治理协同层面提出可操作的政策建议，为破解城市数字化和绿色发展协同难题、推动数智城市高质量发展提供理论和实践指导。
Abstract:
This paper focuses on the core issue of digital-green integration driving the construction of digital-intelligent cities, defines the core connotations, dimensions and characteristics of digital-green integration and digital-intelligent cities, and constructs a "technology-goal-governance" three-dimensional collaborative theoretical mechanism, analyzing the action paths of technology empowerment, goal guidance and governance coordination. Three typical cases of Hangzhou, Shenzhen and Xiong’an New Area are selected to analyze the differentiated practice paths of digital-green integration in different types of cities, and the common laws of digital-green integration promoting the high-quality development of digital-intelligent cities are summarized. The research shows that digital-green integration needs to rely on the three-dimensional collaborative mechanism of "technology-goal-governance", and technological innovation, policy coordination and public participation are the key success factors. Finally, combined with the relevant national development plans, operable policy suggestions are put forward from the aspects of top-level design, technological support and governance coordination, providing theoretical and practical guidance for solving the coordination problem between urban digitalization and green development and promoting the high-quality development of digital-intelligent cities.
