区域视角下上海浦东历史村镇整体保护与发展路径探索-中国名城

摘要:: 浦东新区是上海最大的市辖行政区，其中市镇区域拥有35%的人口和57%的土地，历史村镇成为浦东历史文化遗产的主要类型，历史文化风貌区、文物、历史建筑等保护对象几乎都分布在历史村镇中。通过广泛性调研、典型性剖析、对策性研究的工作方法对浦东历史村镇开展现状调研和问题研判，针对历史村镇不同的资源本底及发展阶段，从区域整体保护与发展层面提出构建多维特色的区域结构、强化多措并举的保管合力、提供多类适用的政策支持、健全多方合作的保护机制、发展多样灵活的运营模式等策略建议，进一步探索历史村镇整体保护与发展的有效路径。

Abstract:: Pudong New Area is the largest municipal administrative area in Shanghai, in which the towns area gathers 35% of the population and 57% of the land, and the historic villages and towns have become the main types of Pudong’s cultural heritage. Based on the working methods of extensive research, typical analysis, and countermeasure research, this paper investigates the current situation and problems of historic villages and towns in Pudong, and puts forward strategic suggestions such as building a multi-dimensional regional structure, strengthening the joint efforts of multiple measures for conservation, providing multiple types of applicable policy support, improving the conservation mechanism of multi-party cooperation, and developing diverse and flexible operation models according to the different resource backgrounds and development stages of historic villages and towns, so as to further explore the effective path of integrated conservation and development of historic villages and towns.
