摘要:
随着数字技术和数据要素的深入发展，数字治理正逐步成为城市治理体系现代化转型的核心驱动力。作为当今时代的显著特征，数字治理通过技术、制度、主体、效能四维作用机制，能够为城市的数字化转型注入新动能。然而，在数字治理赋能城市发展的过程中，仍存在技术异化、制度滞后、主体缺位和效能悖论等现实困境，因而需要提出技术治理再平衡、制度创新系统化、多元主体协同化和效能评估科学化的优化路径，以确保数字治理能够持续有力地赋能城市发展。研究强调数字治理需实现工具理性与价值理性的有机统一，为推进城市治理现代化提供坚实的理论支撑。
Abstract:
With the in-depth development of digital technology and data elements, digital governance is gradually becoming the core driving force for the modernization and transformation of urban governance system. As a prominent feature of the current era, digital governance can inject new momentum into the digital transformation of cities through the four-dimensional mechanism of "technology-system-subject-efficiency". However, in the process of digital governance empowering urban development, there are still practical dilemmas such as technological alienation, institutional lag, lack of subjects and efficiency paradox, so it is necessary to put forward an optimization path of the rebalance of technological governance, the systematization of institutional innovation, the synergy of multiple subjects and the scientific evaluation of efficiency, so as to ensure that digital governance can continue to effectively empower urban development. The study emphasizes that digital governance needs to realize the organic unity of instrumental rationality and value rationality, and provides solid theoretical support for promoting the modernization of urban governance.
