摘要:: 为更好统筹城市发展和安全，积极应对未来新发重大疫情和突发公共事件，党中央、国务院提出在超大特大城市积极稳步推进“平急两用”公共基础设施（以下简称“平急两用”设施）建设。但在实际工作中发现，各城市普遍存在对“先规划后建设”理念落实不到位的情况，从而产生项目结构不合理、空间布局不合理、项目规模与需求不匹配等情况。结合城市专项规划编制方法，提出《“平急两用”公共基础设施专项规划》(以下简称《平急规划》）编制的技术路线，并研究做好规划的3个关键方法：一是需求分析方法，做好需求测算，贯彻平急结合理念，防止资源浪费，保证“平时”用得着，“急时”用得上；二是科学选址布局方法，重视选址安全，兼顾设施的平时功能，同时考虑环境保护、历史文化保护、防疫等特殊要求；三是规划传导方法，明确其在规划体系中的定位，明确规划传导和衔接要求。

Abstract:: In order to better integrate urban development and security, and to actively respond to new major epidemics and public emergencies in the future, the State Council has proposed to actively and steadily promote the construction of "dual-use" public infrastructure facilities (hereinafter referred to as "dual-use" facilities) in mega-cities. However, in practice, it is found that there is a general lack of implementation of the concept of "planning before construction" in various cities,which results in irrational project structure, irrational spatial layout, and the mismatch between project scale and demand. This paper combines the preparation of urban special planning, puts forward the technical route for the preparation of the special planning of public infrastructure for "equal and urgent use", and examines the three keys to good planning. Firstly, we should do a good job in measuring demand, implementing the concept of combining equal and urgent use, preventing the waste of resources, and ensuring the use in ordinary days and the availability in emergency. Secondly, special attention should be paid to scientific site selection, site security, the stable function of facilities, together with environmental protection, historic and cultural conservation, epidemic prevention , etc. Thirdly, the method of transmission should be regulated, clarifying its position in the planning system and the requirements in transmission and articulation.
