“工业上楼”作为一种新型的工业空间利用模式,在提高土地使用效率的同时促进了产业结构的优化升级,为城市经济的可持续发展提供新动力。围绕中国超大、特大城市工业园区的垂直更新与再开发,以深圳的“工业上楼”为典型,通过与东京、新加坡、纽约等地的国际成功案例进行经验比较,从土地、建设与运营三方面对项目成本进行分析,并梳理了租赁收入、土地增值与节约成本所带来的项目收益。同时,针对项目推进中起步期、发展期、成熟期可能面临的政策、市场、技术等各类风险,提出了全面的风险防范与保障措施,为“工业上楼”的进一步推广,以及产业结构转型、促进集聚与创新提供有益参考。
Abstract:
As a new mode of industrial space utilization, "industrial upstairs" improves the efficiency of land use while promoting the optimization and upgrading of industrial structure, and provides new impetus for the sustainable development of urban economy. This article focuses on the vertical renewal and redevelopment of industrial parks in China’s megacities and super-megacities, taking Shenzhen "industrial buildings" as a typical example. By comparing experiences with successful international cases in Tokyo, Singapore, New York, and other places, it analyzes the project costs from three aspects: land cost, construction cost, and operation cost, and sorts out the project benefits brought by rental income, land appreciation and cost savings. Meanwhile, this article proposes comprehensive risk prevention and guarantee measures in response to the various risks such as policy, market, and technology that may be encountered in the start-up, development and maturity stages of project advancement, which provide a useful reference for the further promotion of "industrial buildings", as well as for industrial structure transformation, agglomeration, and innovation.
