苏州太湖圩区作为长三角重要生态文化节点，在快速城镇化背景下面临圩区治理和沿湖空间发展的双重挑战，亟须探索可持续发展路径以实现生态安全与经济协调发展。研究系统梳理了圩区的演进过程，分析了快速城镇化背景下水利系统衰退与生态环境恶化、农业功能弱化与产业转型失衡、人居空间重构与文化遗产逐渐消亡等现实问题。基于太湖圩区治理与沿湖区域空间发展的协同视角，从水利主导的综合规划治理、生态保育与城乡产业协同、文化遗产系统性保护与活化利用、多层次跨区域协同治理等方面提出苏州太湖圩区系统性治理与沿湖空间高质量发展的对策和实施路径，为太湖圩区的可持续发展提供理论依据和实践指导。
Abstract:
As an important ecological and cultural node in the Yangtze River Delta, polder area of Tai Lake in Suzhou is facing the dual challenges of polder governance and lake-side spatial development under the background of rapid urbanization, and it is urgent to explore a sustainable path to realize the coordinated development of ecological security and economy. This paper systematically reviews the evolution process of polders and analyzes the current problems arising from rapid urbanization, such as the decline of water conservancy system and the deterioration of ecological environment, the weakening of agricultural function and the imbalance of industrial transformation, the reconstruction of human settlement space and the disappearance of cultural heritage in polders. Furthermore, based on the collaborative perspective of the governance of polders and the spatial development of the lake-side region, it further proposes the countermeasures and implementation paths for the systematic governance of the Suzhou Taihu Lake polder area and the high-quality development of the space along the lake in terms of comprehensive planning and governance dominated by water conservancy, synergy between ecological conservation and urban and rural industries, systematic conservation and adaptive use of cultural heritage, and multilevel trans-regional synergistic governance, which provides the theoretical basis and practical guidance for the sustainable development of Tai Lake area in suzhou.
